Percentage fee

A proportional fee amount that increases as the value of the transaction increases

A percentage fee means that the value of the transaction will determine the fee amount. The larger the value of the transaction the larger the fee. This approach is fairer to the users of the network as each user has a different amount of wealth. Users will pay transaction fees proportional to the value of the assets they are transacting with. The main issue with percentage fees is that they do not protect the network from people making small transactions with tiny fees which could then be repeatedly submitted to flood the network with many transactions. A percentage fixed fee approach is not effective for maximising network stability due to this attack vector.

Very high taxation fairness (Score - 5)

People are taxed based on the amount of value they are sending across the network. A percentage approach scales to treat all levels of wealth equally. People would pay fees relative to the wealth that they transact with across the network. Everyone would pay proportionally the same amount based on the value of assets they transact with.

Very low incentive complexity (Score - 5)

Each community member will pay the same fees relative to the value of the assets that they are transacting with. There is an incentive for people to not move their assets around unless that transaction will provide them sufficient value. Users transacting with the same value of assets would pay the same fee. This fee approach gives everyone the same proportional fee experience when making transactions with different asset values.

Very high network risks (Score - 1)

A percentage fee approach on its own would be highly risky for a network due to how cheap it would be to spam the network with a large volume of small transactions with tiny fees. This could make it much easier to halt the network due to excessive demand that would be easily repeatable due to the very low cost when sending very small amounts. Without a minimum fixed fee a percentage approach would be highly at risk of spam attacks.

Very high game theory risks (Score - 1)

Malicious actors could exploit the cheap fees on small transactions to flood the network with transactions in an attempt to harm the network or to financially benefit themselves in some way. If this behaviour is cheap and possible the malicious actors will be more incentivised to identify any ways they can exploit this factor.
